U.S.-Black cooperation: Improving security in Spuz Prison
- In order to address the growing problem of mobile phone smuggling in Spuz Prison in Montenegro, the U.S. Embassy and the Montenegrin Ministry of Justice have cooperated to promote the introduction of a phone signal jammer system. The cooperation aims to strengthen prison security and prevent prisoners from contacting the outside world through illegal means, thereby ensuring the safety of prison guards during the epidemic.
- According to the rule of law cooperation arrangement between the Montenegrin government and the U.S. Embassy, Montenegro is responsible for the procurement and initial installation of some equipment, while the U.S. Embassy funded software and related technologies to ensure the stable operation of the cellphone jammer system. This clear division of labor cooperation model reflects the common determination of both parties to strengthen prison security management.
Introduction of phone jammers and high-precision positioning technology
- In order to more effectively combat prisoners' illegal activities, this new system includes not only mobile phone signal jammer equipment, but also high-precision positioning software. Through this technology, prison management can accurately detect and prevent violations, reduce reliance on random searches, and thus improve monitoring efficiency. This efficient technical means not only reduces direct contact between prison guards and prisoners, prevents the risk of the spread of the epidemic, but also reduces potential safety accidents.
- The introduction of the phone jammer device is the latest move by the U.S. Embassy to support Montenegro in improving its national security capabilities in the field of information and communication technology (ICT). In the past, the U.S. Rule of Law Project has provided technical support to Montenegro in many aspects, such as providing servers, software and electronic shackles for the family detention system, and introducing wireless network systems (WLAN) for all courts in Montenegro to improve the information level of the judicial system.
Rule of law reform helps Montenegro join the EU process
Although technical support has strengthened Montenegro's rule of law infrastructure, the U.S. Embassy emphasized that this is only part of Montenegro's reform process. To successfully advance the goal of joining the EU, the Montenegrin government still needs to take more powerful rule of law reform measures. Through this cooperation, the U.S. Embassy hopes to help Montenegro make greater progress in the construction of the rule of law, thereby accelerating its integration into the EU.
Promoting continuous improvement of security management in Montenegro’s judicial system
By introducing a telephone signal jammer system and other technical means, the security management of Spuz Prison will be improved. This will not only help combat illegal communications in prisons, but also provide more efficient technical support for Montenegro’s judicial system. This project is not only a successful example of cooperation between the United States and Montenegro, but also demonstrates the United States’ firm support for Montenegro’s security and rule of law reforms.
